2026年是“十五五”规划开局之年,全国20余个省份已审议通过地方“十五五”规划建议。各地正以“人工智能+”为总牵引,聚焦4个新兴产业和6个未来产业,同步推进“反内卷”改革、服务消费跃升与现代化产业体系构建,力求实现高质量发展“开好头、起好步”。    

中央提出建设现代化产业体系、发展新质生产力等战略任务,各地据此锚定目标,系统布局,既突出科技创新与产业升级的“硬支撑”,也强调营商环境优化与消费结构升级的“软环境”。    

各地立足资源禀赋与发展阶段,形成了三大典型模式。东部引领型采取场景驱动与生态构建的方式,如北京建设国家人工智能应用中试基地,上海加快智能工厂建设并新增50家以上,浙江聚焦制造业、交通、民生领域打造“高价值小切口”AI应用场景;中部突破型注重产业融合与技术攻关,湖北启动高端AI芯片、合成生物、光电子等10个前沿攻关项目,江苏推动44家全国重点实验室与百家企业协同攻关,山东将四成以上技改资金投向智能化改造,覆盖41个工业大类;西部赋能型凭借能源优势与算力承接,青海建设清洁能源与绿色算力调度中心,开展跨省算力协同试验,贵州优化“六大产业集群”,壮大“三大特色产业”。    

在关键抓手上,各地呈现出三大主线并进的态势。科技产业融合方面,实施“人工智能+”行动,建设概念验证中心、中试基地,组建企业牵头的创新联合体,如北京推进智能算力基建,浙江推行“企业出题、政府助题、平台答题、车间验题”机制,重庆布局科技成果转化枢纽;体制机制改革方面,开展公平竞争审查,整治招商引资乱象,建立容错纠错机制,推行“扫码入企”柔性执法,如北京、浙江破除显性隐性壁垒,辽宁全面实施“扫码入企”检查,陕西治理重点行业过剩产能;消费结构升级方面,从商品消费转向服务消费与新型消费,培育低空飞行、邮轮游艇、银发经济、数智消费等新增长点,如辽宁大力培育低空飞行等新兴休闲消费,浙江加快发展悦己消费、银发经济,北京支持健康、养老、托育服务消费。    

此外,多地将耕地保护、国土空间治理、生态产品价值实现纳入基础保障体系,如盘锦红海滩湿地修复入选国家级生态价值实现案例。“十五五”开局不是简单延续旧路径,而是以人工智能为引擎、以未来产业为赛道、以反内卷改革为保障、以服务消费为增量的系统性跃迁。当前各地已从“谋篇布局”进入“真抓实干”阶段,关键在于能否将政策设计转化为企业可感、市场可见、群众可及的实际成效,待验证点包括未来产业基金设立进度、中试平台实际转化率、县域消费增长的可持续性等。    


As the   "15th Five-Year Plan" period begins, how are regions drawing up new   blueprints?    


2026   marks the opening year of the "15th Five-Year Plan," and over 20   provinces across the country have approved proposals for the local "15th   Five-Year Plans." Regions are taking "AI " as the overarching   driver, focusing on four emerging industries and six future industries, while   simultaneously advancing reforms to counter "involutioting service   consumption, and building a modern industrial system, aiming to get off to a   good start in achieving high-quality development.    

The   central government has proposed strategic tasks such as building a modern   industrial system and developing new quality productive forces; accordingly,   localities have set their sights on theals and made systematic arrangements,   emphasizing both the "hard support" of scientific and technological   innovation and industrial upgrading, and the "soft environment" of   optimizing the business environment and upgrading consumption    

Based   on their respective resource endowments and development stages, regions   across the country have formed three typical models. The Eastern Leading   Model adopts a scenarind ecosystem-building approach; for instance, Beijing   is constructing a national AI application pilot base, Shanghai is   accelerating the construction of smart factories with over 50 new additiand   Zhejiang focuses on manufacturing, transportation, and livelihood sectors to   create "high-value, niche" AI application scenarios. The Central   Breakthrough Model emphasizes industrial integration and technological   breakthoughs; Hubei has launched 10 frontier projects in high-end AI chips,   synthetic biology, and optoelectronics, Jiangsu promotes collaborative   research between 44 national key laboratories    hundreds of enterprises, and Shandong allocates over 40% of its   technical transformation funds to intelligent upgrades, covering 41 major   industrial categories. The Western Empoweringel leverages energy advantages   and computing power reception; Qinghai is building a clean energy and green   computing power dispatch center to conduct cross-provincial computing power   collaboration trials, while Guizhptimizes its "six major industrial   clusters" and strengthens its "three distinctive industries."    

In   terms of key measures, regions across the country are demonstrating a trend   of advancing along three major lines. Regarding the integration of technology   and indtry, the "AI " initiative is being implemented, with the   construction of proof-of-concept centers and pilot production bases, and the   formation of innovation consortia led by enterprises. For instanceis   advancing intelligent computing infrastructure, Zhejiang is implementing a   mechanism of "enterprises posing questions, government assisting,   platforms providing answers, and workshops verifying results," and   Chongqing is positioning itself as a hub for the transformation of scientific   and technological achievements. Regarding institutional and mechanism reform,   fair competition reviews are being conducted, irregularities in investment   promotion are beinified, error-tolerance and correction mechanisms are being   established, and flexible law enforcement through "scanning codes to   enter enterprises" is being promoted. Examples include Beijing and   Zhejiang breaking dexplicit and implicit barriers, Liaoning fully   implementing "scanning code" inspections, and Shaanxi addressing   overcapacity in key industries. Regarding the upgrading of consumption   structure, the focushifting from commodity consumption to service consumption   and new forms of consumption, cultivating new growth points such as   low-altitude flight, cruise and yacht tourism, the silver economy, and   digital consumption. For example, Liaoning is vigorously fostering emerging   leisure consumption like low-altitude flight, Zhejiang is accelerating the   development of self-pleasing consumption and the sileconomy, and Beijing is   supporting consumption in health, elderly care, and childcare services.    

Furthermore,   many regions have incorporated farmland protection, territorial spatial   governance, and the realization of ecological product value into their basic   security systems, as exified by the inclusion of the Panjin Red Beach wetland   restoration in the national list of ecological value realization cases. The   opening of the "15th Five-Year Plan" pernot a simple continuation   of the old path, but a systemic leap forward driven by artificial   intelligence, focused on future industries, supported by anti-convolution   reforms, and fueled by service consumptio. Currently, regions have   transitioned from "strategic planning" to the   "implementation" phase; the key lies in translating policy designs   into tangible results that are perceptible to enterprisessible in the market,   and accessible to the public. Pending verification points include the   progress of future industry fund establishment, the actual conversion rate of   pilot platforms, and the sustainability of consumption growcounty-level   areas.
