2026年1月中国政府在多个层面密集出台或实施了与数控产业相关的重大政策,标志着数控产业从“追赶替代”迈向“创新引领”的关键阶段,国产高端数控装备正迎来“技术自主化+人工智能融合”的双重政策红利期。    

国家级战略方面,八部门联合印发《人工智能+制造专项行动实施意见》,明确到2027年的目标,多项内容利好数控产业。包括研制新一代人工智能数控系统,提升设备自主决策等能力;加快人工智能赋能工业母机和工业机器人,推动其成为智能生产单元;推动不少于5万家重点工业企业实施新型工业网络改造升级,为智能数控设备联网协同打下基础。    

在核心技术突破上,政策持续强调高端数控系统的自主研发以打破国外垄断。国家“十四五”规划要求工业母机自主可控,五轴联动数控系统、高精度主轴等关键部件已实现进口替代突破,并被纳入政府采购清单。高端应用场景的需求也倒逼国产数控车床在加工精度、可靠性上向国际先进水平看齐。    

关税与进口支持方面,2026年1月1日起施行的关税调整直接惠及数控产业链,降低“数控液压气垫”等高端设备及零部件的进口关税,有助于国内企业引进先进技术或关键组件,降低研发和生产成本,加速产业升级。    

地方重大项目也在积极推进。无锡市有50个重大产业项目入围2026年省重大项目清单,数量连续三年全省第一,涵盖高端五轴联动数控机床等领域;苏州高新区的纽威数控五期工厂于2026年1月1日奠基,总投资8.5亿元,将用于生产数控立式车床、数控磨床等高端智能装备,进一步扩大产能和交付能力。    

人才与教育协同上,教育部启动高技能人才集群培养计划,汇聚150家龙头企业,将企业真实的技术标准、生产场景和前沿技术直接转化为教学内容,培养懂操作、能解决复杂问题的高技能人才,为数控产业提供坚实的人才支撑。    


The policy dividend of China's   numerical control industry is coming in 2026    


In   January 2026, the Chinese government successively introduced or implemented a   series of major policies related to the numerical control industry at   multiple levels, marking a crucial stage for the numerical control industry   to shift from "catching up and replacing" to   "innovation-driven". Domestic high-end numerical control equipment   is now enjoying a dual policy dividend period of "technological autonomy   + integration of artificial intelligence".    

In   terms of national-level strategies, eight departments jointly issued the   "Implementation Opinions on the Special Action Plan for Artificial   Intelligence Plus Manufacturing", clearly setting the goals by 2027.   Many of the contents are beneficial to the numerical control industry. This   includes developing a new generation of artificial intelligence numerical   control systems and enhancing the autonomous decision-making capabilities of   equipment, etc. Accelerate the empowerment of industrial mother machines and   industrial robots by artificial intelligence, and promote them to become   intelligent production units. Promote no less than 50,000 key industrial   enterprises to carry out the transformation and upgrading of new industrial   networks, laying a foundation for the networking and collaboration of   intelligent numerical control equipment.    

In   terms of breakthroughs in core technologies, policies have continuously   emphasized the independent research and development of high-end numerical   control systems to break foreign monopolies. The country's 14th Five-Year   Plan requires that industrial mother machines be independently controllable.   Key components such as five-axis linkage numerical control systems and   high-precision spindles have achieved breakthroughs in import substitution   and have been included in the government procurement list. The demands of   high-end application scenarios also force domestic CNC lathes to catch up   with the international advanced level in terms of processing accuracy and   reliability.    

In   terms of tariffs and import support, the tariff adjustment that will come   into effect on January 1, 2026, directly benefits the CNC industry chain. By   reducing import tariffs on high-end equipment and components such as   "CNC hydraulic air cushions", it helps domestic enterprises   introduce advanced technologies or key components, lower R&D and   production costs, and accelerate industrial upgrading.    

Major   local projects are also being actively advanced. Wuxi City has 50 major   industrial projects shortlisted for the 2026 provincial major project list,   ranking first in the province for three consecutive years in terms of   quantity, covering high-end five-axis linkage CNC machine tools and other   fields. The fifth phase factory of Neway CNC in Suzhou High-tech Zone was   laid the foundation on January 1, 2026, with a total investment of 850   million yuan. It will be used to produce high-end intelligent equipment such   as CNC vertical lathes and CNC grinders, further expanding production   capacity and delivery capabilities.    

In   terms of the synergy between talent and education, the Ministry of Education   has launched a high-skilled talent cluster training program, gathering 150   leading enterprises. It directly converts the real technical standards,   production scenarios and cutting-edge technologies of enterprises into   teaching content, aiming to cultivate high-skilled talents who are proficient   in operation and capable of solving complex problems, providing a solid   talent support for the numerical control industry.
