近日，安徽省印发《有色金属产业优化升级实施方案（2025–2027年）》，旨在推动全省有色金属产业向高端化、智能化、绿色化发展，力争到2027年实现产业营收突破5000亿元，重点打造铜、铝两个千亿级产业和镁、铅两个百亿级产业集群。
该方案是为贯彻落实国家制造强国战略，加快构建现代化产业体系而制定，经历公开征求意见与修改完善后，于2026年初正式印发，以破解当前安徽省有色金属产业精深加工能力不足、资源保障弱等瓶颈，提升全省产业发展能级。
方案围绕“1+2+N”产业布局，即做优铜、壮大铝镁、提升钼铅锌等，部署了五大重点任务。在优化产业结构方面，将提升创新能力、发展精深加工、强化资源保障，建设铜基新材料实验室、推进六安沙坪沟钼矿开发等；推动绿色转型，深化节能降碳、清洁生产、循环经济，实施行业碳达峰方案等；扩大有效投资，加强项目建设、设备更新等，加快铜陵绿色智能铜基新材料等项目建设；强化标准引领，落实贯标强基、培育皖材品牌；优化产业生态，促进集群发展、推动产业融合，支持铜陵、芜湖建设铜加工集群等。
其中，“长三角有色金属产品交易市场”已落户池州，整合多种功能，助力形成区域性交易中心。各有色金属产业也有特色发展方向，铜产业聚焦高精度铜材等，铝产业推动再生铝与铝加工融合，镁产业以宝武镁业安徽项目为核心，钼铅锌产业加快六安钼矿开发等。

Recently, Anhui Province issued the "Implementation Plan for Optimizing and Upgrading the Nonferrous Metals Industry (2025-2027)", aiming to promote the development of the province's nonferrous metals industry towards high-end, intelligent and green directions. It strives to achieve an industrial revenue of over 500 billion yuan by 2027, with a focus on building two trillion-yuan industries of copper and aluminum and two hundred-billion-yuan industrial clusters of magnesium and lead.
This plan was formulated to implement the national strategy of building a manufacturing power and accelerate the construction of a modern industrial system. After going through public consultation and revision and improvement, it was officially issued in early 2026 to break through the current bottlenecks such as insufficient deep processing capacity and weak resource guarantee of the non-ferrous metal industry in Anhui Province, and enhance the development level of the province's industries.
The plan centers on the "1+2+N" industrial layout, namely optimizing copper, strengthening aluminum and magnesium, and enhancing molybdenum, lead and zinc, and has deployed five key tasks. In terms of optimizing the industrial structure, efforts will be made to enhance innovation capabilities, develop deep processing, strengthen resource guarantees, build a copper-based new materials laboratory, and promote the development of the Lu 'an Shapinggou molybdenum Mine, etc. Promote green transformation, deepen energy conservation and carbon reduction, clean production and circular economy, and implement industry carbon peaking plans, etc. Expand effective investment, strengthen project construction, equipment renewal, etc., and accelerate the construction of projects such as green and intelligent copper-based new materials in Tongling. Strengthen standard guidance, implement standard implementation and foundation strengthening, and cultivate the brand of Anhui materials. Optimize the industrial ecosystem, promote cluster development, facilitate industrial integration, and support the construction of copper processing clusters in Tongling and Wuhu, etc.
Among them, the "Yangtze River Delta Nonferrous Metal Products Trading Market" has been established in Chizhou, integrating multiple functions to help form a regional trading center. Each non-ferrous metal industry also has its own distinctive development direction. The copper industry focuses on high-precision copper materials, etc. The aluminum industry promotes the integration of recycled aluminum and aluminum processing. The magnesium industry takes the Anhui project of Baowu Magnesium Industry as the core. The molybdenum, lead and zinc industry accelerates the development of the Lu 'an molybdenum mine, etc.
