2025年，党和政府高度重视机床工具产业发展，相关领导人多次到行业企业走访调研或听取意见建议。11月20日至22日，中共中央政治局常委、国务院副总理丁薛祥在山东、河北调研期间，到济南二机床集团有限公司走访；8月20日至22日，中共中央政治局常委、中央纪委书记李希到山东调研期间，到济南二机床集团有限公司走访；6月27至28日，工业和信息化部党组书记、部长李乐成在广州市调研期间，走访广州数控设备有限公司；5月15日，工业和信息化部党组书记、部长李乐成主持召开第十四次制造业企业座谈会，聚焦加快推动工业母机产业高质量发展，听取10家工业母机企业负责人作情况介绍和意见建议。
2. 国家政策持续助力工业母机高质量发展
随着工业母机在国家发展规划中的战略地位持续提升，2025年政策扶持助力再上新台阶。10月28日，《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》公布，建议提出，加强原始创新和关键核心技术攻关。完善新型举国体制，采取超常规措施，全链条推动集成电路、工业母机、高端仪器、基础软件、先进材料、生物制造等重点领域关键核心技术攻关取得决定性突破。11月7日，国办发布了《关于加快场景培育和开放推动新场景大规模应用的实施意见》。意见提出充分发挥我国超大规模市场和丰富应用场景优势，推动场景资源开放，促进场景资源公平高效配置，推动新场景大规模应用，形成“技术突破—场景验证—产业应用—体系升级”的路径。工业母机的发展高度依赖下游制造业的实际场景，意见的发布将促进重点应用领域的场景开放，为工业母机的高质量发展提供有力支撑。工业母机在国家战略中的产业地位凸显。
3. 机床工具行业19个项目获2025机械工业科学技术奖
经机械工业科学技术奖机床工具专业评审组评审以及机械工业科学技术奖评审委员会审核批准，机床工具行业19个项目获得2025年度机械工业科学技术奖，其中一等奖2项、二等奖8项、三等奖9项。由株洲钻石切削刀具股份有限公司、南京理工大学、科德数控股份有限公司、上海航天精密机械研究所、北京卫星制造厂有限公司、中国航发南方工业有限公司共同完成的“硬质合金刀具高性能制造及服役智能监测与诊断技术”项目荣获技术发明一等奖；由科德数控股份有限公司、清华大学、大连理工大学、西安交通大学、秦川机床工具集团股份公司、重庆机床（集团）有限责任公司、四川普什宁江机床有限公司共同完成的“高性能五轴数控系统及其重大工程应用”项目荣获科技进步一等奖。

国产高端数控机床面临“研发投入大、周期长、验证难”的系统性瓶颈，行业企业积极联合高端用户领域企业、深化协同创新模式。目前，多家行业企业通过协同创新在产品技术研制方面实现突破，如通用技术集团与东方电气集团签署《能源领域高端工业母机联合研发及产业化合作协议》，科德数控股份有限公司与航空领域相关企业共同组建“大飞机结构件工艺验证中试基地”、签署《卓越创新中心（COE）共建协议》等。通过探索新的体制机制，达成科技创新与产业创新的良性互促，实践了以“场景牵引、联合研发”推进国产工业母机研制的新模式，共同开启在高端自主可控与市场化能力建设上的双向奔赴。

第十九届中国国际机床展览会（CIMT2025）吸引了众多中央媒体的关注，多家电视台、广播电台及报社的记者前去采访，以电视报道、短视频、报纸图文等多种方式报道展会盛况和展商、展品。4月27日，央视《新闻联播》报道了华中数控在CIMT2025展会发布的华中10型智能数控系统；4月29日，《经济日报》客户端及报纸刊发相关采访文章（题为《中国机床 澎湃向前》、《国产机床更聪明了》）。10月9日，央视财经（CCTV2）《经济半小时》报道“大国利器背后的新质生产力”，其中介绍了中国兵器工业集团武汉重型机床集团有限公司通过自主创新、自主研发的机床最新成果；12月10日，《经济日报》发布视频《制器之器！工业母机！》，就机床工具行业发展成就、重要地位、企业出海、人才建设及上下游协同发展等话题采访了中国机床工具工业协会负责人。

From November 20th to 22nd, Vice Premier Ding Xuexiang, a member of the Political Bureau of the Central Committee of the Communist Party of China and Vice Premier of the State Council, visited Jinan Erzhong Machine Tool Group Co., Ltd. during his visit to Shandong and Hebei provinces; from August 20th to 22nd, Central Committee Member and Secretary of the Central Commission for Discipline Inspection Li Xi visited Jinan Erzhong Machine Tool Group Co., Ltd. during his visit to Shandong; from June 27th to 28th, Secretary and Minister of the Ministry of Industry and Information Technology Li Lecheng visited Guangzhou CNC Equipment Co., Ltd. during his visit to Guangzhou; on May 15th, Secretary and Minister of the Ministry of Industry and Information Technology Li Lecheng held the 14th manufacturing enterprise symposium, focusing on accelerating the high-quality development of the industrial machine tool industry and listening to the situation reports and suggestions from the heads of 10 industrial machine tool enterprises.
2. National policies continue to support the high-quality development of industrial machines
As the strategic position of industrial machines in the national development plan continues to rise, policy support for the development of industrial machines has reached a new level in 2025. On October 28th, the "Proposal of the Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development" was released, proposing to strengthen original innovation and key core technology research and development. Improve the new national system, take extraordinary measures, and promote the full chain of breakthroughs in key core technologies in fields such as integrated circuits, industrial machines, high-end instruments, basic software, advanced materials, and biological manufacturing. On November 7th, the State Council released the "Opinions on Accelerating the Cultivation and Opening of Scenarios and Promoting Large-scale Application of New Scenarios". The opinions proposed to fully leverage the advantages of China's large-scale market and rich application scenarios, promote the opening of scenario resources, facilitate fair and efficient allocation of scenario resources, and promote large-scale application of new scenarios, forming a path of "technological breakthrough - scenario verification - industrial application - system upgrade". 3. 19 projects in the machine tool industry won the 2025 Mechanical Industry Science and Technology Award
After being reviewed by the machine tool professional review group of the Mechanical Industry Science and Technology Award and approved by the Mechanical Industry Science and Technology Award Review Committee, 19 projects in the machine tool industry won the 2025 Mechanical Industry Science and Technology Award, including 2 first prizes, 8 second prizes, and 9 third prizes. The project "High-performance Manufacturing and Intelligent Monitoring and Diagnosis Technology for Hard Alloy Tools" completed jointly by Zhuzhou Diamond Cutting Tool Co., Ltd., Nanjing University of Science and Technology, Keda CNC Co., Ltd., Shanghai Aerospace Precision Machinery Research Institute, Beijing Satellite Manufacturing Factory Co., Ltd., China Aviation Industry Southern Industrial Co., Ltd., and Sichuan Pu Sheningjiang Machine Tool Co., Ltd. won the first prize for technological invention; the project "High-performance Five-axis CNC System and Its Major Engineering Applications" completed jointly by Keda CNC Co., Ltd., Tsinghua University, Dalian University of Technology, Xi'an Jiaotong University, Qichuan Machine Tool Co., Ltd., Chongqing Machine (Group) Co., Ltd., and Sichuan Pu Sheningjiang Machine Tool Co., Ltd. won the first prize for scientific and technological progress.
4. Supply and demand coordination, innovating new models for machine tool research and development
Domestic high-end CNC machines face systematic bottlenecks such as "high R&D investment, long cycle, and difficult verification", and industry enterprises actively collaborate with enterprises in the high-end user field and deepen the collaborative innovation model. At present, many industry enterprises have achieved breakthroughs in product technology research and development through collaborative innovation. For instance, the General Technology Group and the Dongfang Electric Group signed the "Joint Research and Industrialization Cooperation Agreement for High-End Industrial Machines in the Energy Field", and the Keda CNC Co., Ltd. and enterprises related to the aviation sector jointly established the "Large Aircraft Structural Component Process Verification Pilot Base" and signed the "Cooperation Agreement for the Construction of an Excellence Innovation Center (COE)". Through the exploration of new institutional mechanisms, they have achieved a virtuous mutual promotion between scientific and technological innovation and industrial innovation, and have practiced a new model of promoting the research and development of domestic industrial machines through "scenario-driven and joint research".
